Dr. Roger Achkar
Dr. Roger Achkar is a distinguished engineer, social scientist and international environmental sustainability leader with more than two decades of experience across energy, environmental management, climate action and sustainable development. He is the Founder and President of the Global Waste Cleaning Network (GWCN), an international network working across environmental sustainability, renewable energy, waste management and energy transition.
His professional experience spans senior leadership and advisory roles across the MENA region, with expertise covering power generation, district energy and cooling, renewable energy, waste-to-energy and sustainability. He also contributes to international discussions on climate change, energy transition and environmental innovation, and has served as a speaker, advisor and judge at numerous global sustainability and energy forums.
Dr. Achkar holds advanced academic qualifications in engineering, business and social sciences from institutions including Harvard University, the University of Leicester, Cranfield University and CentraleSupélec. He is a Fellow of the Energy Institute and the Institute of Leadership and currently serves as a Board Member of the Energy Institute – Middle East and as a Climate Leader with the Oxford University Climate Leadership Research Centre.
As a member of the WCCS 2027 Advisory Committee, Dr. Achkar brings an international perspective on sustainable energy, climate action, environmental innovation and the transition towards a low-carbon economy, contributing to the broader dialogue on technology, markets and scalable solutions for global decarbonisation.

Neeraj Chawla is a climate and energy professional with experience spanning carbon markets, clean energy, decarbonisation, climate technology and emerging digital solutions for the low-carbon economy. As Co-Founder & Director of Blockvolt Limited, he is engaged in developing and advancing solutions at the intersection of technology, carbon markets and the energy transition.
With a strong understanding of the evolving carbon ecosystem, Neeraj brings valuable perspectives on carbon accounting, climate technologies, market mechanisms and the role of digital innovation in supporting measurable and transparent decarbonisation. His industry experience and understanding of emerging market trends contribute meaningful insights to discussions around India’s transition towards a sustainable and carbon-efficient economy.
